INVESTMENT TYPE & COST

The government of Saint Lucia offers three options for individuals to become citizens through its Citizenship by Investment Program:

OPTION 1

DONATION TO THE NATIONAL ECONOMIC FUND (NEF)

Obtain Saint Lucia Citizenship with a non-refundable contribution to the government's National Economic Fund, cost depends on the number and age of applicants.

  • Single Applicant 100,000 USD
  • Main Applicant and Spouse 140,000 USD
  • Main Applicant, Spouse, and 2 qualifying dependents below 18 years 150,000 USD
  • Each qualifying dependent in addition to a family of 4 15,000 USD
  • Each additional qualifying dependent of any age 25,000 USD

OPTION 2

REAL ESTATE INVESTMENT IN GOVERNMENT-APPROVED PROJECTS

Obtain Saint Lucia Citizenship by investing in one of the government-approved real including projects such as high-end branded hotels and resorts.

  • Minimum Investment (Must hold for 5 years) 200,000 USD
GOVERNMENT FEES

In addition to the purchase of real estate, there are Government fees to be paid.

OPTION 3

NATIONAL ACTION BOND

On the 1st of January 2023, Saint Lucia introduced a new government bond option to qualify for Citizenship by investment. The bond is non-interest bearing with a holding period of 5 years. The bond amount is fully refundable.

  • Applicant applying with any number of dependents 300,000 USD
  • An additional, non-refundable administration fee is applicable 50,000 USD

OPTION 4

INFRASTRUCTURE OPTION

This investment category falls within the existing Enterprise Project Investment, as Option 3. This latest option offers an expanded option for developers to invest in projects which are towards enhancing the country’s infrastructure.

  • Single Applicant 100,000 USD
  • Main Applicant and Up to 3 Dependents of any age 150,000 USD
  • Each Additional Dependent of any age 10,000 USD

DUE DILIGENCE & BACKGROUND CHECKS

Compulsory background checks are required and payable to the government to ensure the integrity of the Saint Lucia citizenship by investment program. The government appoints a preferred due diligence agency, which conducts checks using various international and local sources, such as Interpol, World-Check, and other government agencies.

    Pre-screening and Application

    Citizenship Invest (CI) will pre-screen your passport to ensure the application can be submitted to the Government. Once we understand you qualify then a down payment for professional fees is payable to begin your application.


    The CI team will assist you in obtaining the necessary documents. You must pay the Government Processing Fees, Due Diligence Fees, and CI Submission Invoice once your application file is complete and ready for submission. CI will submit your application on your behalf.

    Due Diligence Report and Government Review

    After completing the required background checks, the due diligence agency contracted by the Government will generate a report for the review of the Citizenship Unit. Based on the results of this assessment, the government will determine the status of your Saint Lucia Citizenship application. If the government approves your application, CI will contact you for you to make the necessary donation or investment.

  • Certified copy of the full birth certificate with MOFA attestation, including parents’ details (i.e., a household register, family book, or similar document).
  • Certified copy of National ID.
  • Certified copy of all passports you have held, including full pages.
  • Eight (8) Original passport-size photos.
  • Proof of residential address (i.e., original utility bill/copy of bank statement).
  • Certified copy of university/college diplomas.
  • Original Medical Certification Form SL8.
  • Certified copy of the Medical Examiner’s Professional Certificate or License.
  • Oath of Allegiance Form.
  • Each male applicant who is 18 years old or older should provide certified copies of all military service and discharge documents, if applicable.
  • Each applicant who is 16 years old or older should provide an original police record from their country of birth, country of citizenship, country of residence (if different), and any country where they have lived for at least one year in the past ten years.

Financial and Professional References:

  • Provide a bank reference letter from a globally recognised bank that is not more than six months old.
  • You need to submit a recent reference letter from a qualified professional, like an attorney, notary public, or chartered accountant, which should not be older than six months.
  • Provide one original employment letter.
